"My dear Mr. Johnson:
Referring further to my letter of June 13, 1934, regarding the Copyright Treaty, I wish to asure you that I share your keen disappointment at the failure to obtain action at the session of Congress just closed. I want also to assure you that such activity as may be practicable will be carried on during the months intervening before the opening of the session of Congress, and that it is my confident hope to be able to conclude the matter early in 1935. [...]"
